Slæ̈rn Nupt-ræ̈ (/nupt/ /ræ̝/ [stable; steady; calm; safe] [file; folder; wallet]) is a temperate Small City located in the Digitznä Principality of the Nika.
The name Slæ̈rn Nupt-ræ̈ is derived from the Sylvin language, as Slæ̈rn Nupt-ræ̈ was founded by Veahn, who was culturaly Gnoll.
Climate
Slæ̈rn Nupt-ræ̈ has a yearly average temperature of 1°C (33°F), with its average temperature during the summer being an icy 16°C (60°F) and its average temperature during the winter being a freezing -13°C (9°F). Slæ̈rn Nupt-ræ̈ receives an average of 253 cm/y (99 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Slæ̈rn Nupt-ræ̈ covers an area of nearly 10 km2 (4 mi2), and an average elevation of 3070 m (10072 ft) above sea level.
Overview
Slæ̈rn Nupt-ræ̈ was founded durring the early 20th century in late summer of the year 1932, by Veahn. The establishment of Slæ̈rn Nupt-ræ̈ was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Veahn struck deals with nearby nations and communities to establish Slæ̈rn Nupt-ræ̈ as a prison colony.
Slæ̈rn Nupt-ræ̈ was built using the conventions of Gnoll durring the early 20th century. Naturaly, all settlmentss have their own look to them, and Slæ̈rn Nupt-ræ̈ is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Slæ̈rn Nupt-ræ̈ is buildings are speckled and packed arround broad cobblestone streets with seemingly no patern to them. It appears as if the city's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a city. The city sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Slæ̈rn Nupt-ræ̈'s walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the city's walls were not designed with defence in mind but rather lending the town a certain air with visitors. The city's boondoggle-of-a-fortified wall are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the city's defences.
A look around Slæ̈rn Nupt-ræ̈ gives the unmistakable impression the town is one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which Slæ̈rn Nupt-ræ̈ brings to mind.
Civic Infrastructure
Slæ̈rn Nupt-ræ̈ has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Slæ̈rn Nupt-ræ̈ has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Slæ̈rn Nupt-ræ̈. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Slæ̈rn Nupt-ræ̈'s parks.
Slæ̈rn Nupt-ræ̈ has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Slæ̈rn Nupt-ræ̈.
Slæ̈rn Nupt-ræ̈ has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.
Slæ̈rn Nupt-ræ̈ has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Slæ̈rn Nupt-ræ̈ has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Slæ̈rn Nupt-ræ̈ has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Slæ̈rn Nupt-ræ̈'s public wards, blessings, and other arcane systems.
Slæ̈rn Nupt-ræ̈ possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Small City. Slæ̈rn Nupt-ræ̈'s grid is powered by an arcane means.
Slæ̈rn Nupt-ræ̈ possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.
Slæ̈rn Nupt-ræ̈ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Slæ̈rn Nupt-ræ̈'s natural decorations nor waterways.
Slæ̈rn Nupt-ræ̈ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Slæ̈rn Nupt-ræ̈ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Slæ̈rn Nupt-ræ̈ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Slæ̈rn Nupt-ræ̈ is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Slæ̈rn Nupt-ræ̈'s town hall was built using a different architectural style from the rest of the town. The style used is characterized by order, symmetry, formal design, grandiosity, and elaborate ornamentation. Architectural characteristics include balustrades, balconies, columns, cornices, pilasters, and triangular pediments. Stone exteriors are massive and grandiose in their symmetry; interiors are typically polished and lavishly decorated with sculptures, swags, medallions, flowers, and shields. Interiors will often have a grand stairway and opulent ballroom..
In Slæ̈rn Nupt-ræ̈ tiny harmless tornadoes plague the town.
The Donratty near Slæ̈rn Nupt-ræ̈ are known to be quite timid.
Slæ̈rn Nupt-ræ̈'s citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves consuming a local narcotic to channel Necromancy energies of tier 1 via proclamations.
